You should take care in removing makeup and give it time the same way you do when you apply it.
Before you begin, you must wash your hands with a mild soap or cleansing foam.
Eyes and Lips -
Dab a little bit of makeup removal oil or lotion to your lashes and lids and rub it around with your fingertip. Wipe it away with a moist cotton pad. Do the same to remove makeup from your lips.
Face -
Squeeze some makeup removal lotion onto your palm and dab small amounts of it all over your face and neck. Dilute it with water if necessary and rub it on with slow circular motions.
The form built up by the makeup removal product will extract the leftover makeup and impurities. Remove using a damp cotton pad.
Add some alcohol-free toning lotion on a clean cotton pad and rub it around your face paying particular attention to the hairline and the area around the ears, that it where makeup usually tends to cling.
This lotion should remove all the makeup that is left with toning and refreshing your skin. I would recommend to use such a lotion twice a day in order to keep your skin healthy and protected. You can also use it as a compress for problem areas. Simply put some lotion on a pad, lay back and place it over your face for 20 minutes. ( you need to find out what best suits your skin )
After rubbing your face with the alcohol-free lotion, remove all traces of it with a paper tissue. Dab, do not rub, and do not pull the skin downwards. When your face is completely dry, apply a night or day cream.
Remember not to reuse old pads or cotton balls.
